Eleazar “Joey” Lozano Jr., 68, passed away peacefully on October 2, 2025, in Seguin, Texas from complications of Parkinson’s disease and Lewy Body Dementia. Joey was born on May 18, 1957, in Seguin, Texas to Eleazar “Jody” Lozano, Sr. and Natalia Conejo Lozano.

Joey graduated from Seguin High School in 1975. His love of writing and journalism grew when he became Editor of the Cricket Chirps. Joey also had a passion for football. His love of the game began in middle school. After a collarbone injury in high school, he decided to focus on writing about it instead.

Joey went on to study at the University of Texas at Austin and obtained a Bachelor of Journalism, News and Public Affairs Reporting Degree in August of 1980. He had a long career in journalism that included stints at The Seguin Gazette, Arlington Citizen-Journal and the Corpus Christi Caller-Times – where his involvement in education related news began. He later became the Managing Editor of the Association of Texas Professional Educators and Assistant Director of Communications of the Texas Classroom Teachers Association.

Joey’s longest role was with the Texas Education Agency. He held various positions during this tenure there such as Director of Public Information and Deputy Communications Director. Joey was a fervent advocate for Texas teachers and schoolchildren. He was widely regarded by many as having an encyclopedic knowledge about Texas education law and history. He could accurately remember extensive details about any education program, which made him a valuable resource to reporters and co-workers alike. He coordinated the Texas Teacher of the Year program, bringing recognition to outstanding educators while working with a shoestring budget. In the 1990s, the State Board of Education created the Texas Celebrations of Educational Excellence, which recognized top high school students. Working on a very short time frame, Joey organized awards ceremonies at 20 colleges and universities around the state, pulling off a nice program for the board and public recognition for thousands of students. Afterwards, he sent flowers, out of his own pocket, to all 20 of his higher education program coordinators. He served as an official spokesperson for the agency for many years conducting media interviews over the telephone, in person, on camera, and on live radio and television broadcasts. He explained complex issues, including school finance, testing programs, and the school performance rating system to reporters from every major news organization in the state, including the Capitol press corps. He received many awards in the news and feature writing and publications categories from the Texas School Public Relations Association.

Joey proudly served the State of Texas for over 25 years, culminating in his most recent position as an Information Specialist for the Texas Workforce Commission’s Human Resources Department. He wrote an array of internal communication pieces ranging from workplace policies to technology advancements.

Joey was preceded in death by his father, Eleazar Lozano Sr. He is survived by his mother, Natalia Conejo Lozano; his siblings, Monica Lynn, and her husband Steve; Cindy Lozano; and Frank Lozano and his wife Anne; his nephews, Alan Lynn, Jackson Lozano, and Nicholas Lozano; his nieces Rachel Lynn Johnstone, Alexis Lynn, Victoria Lynn and Olivia Lozano; and numerous aunts, uncles, and cousins.

Joey was a big fan of Longhorn football and the Dallas Cowboys. He especially enjoyed the big rivalry games between UT and Texas A&M, where his brother Frank attended. Joey’s passion for the game led to his writing two books on the subject - "Coaching the I-Bone Option Attack Offense", and "Attacking Defenses With Football's I-Bone Option Offense".

The family would like to thank all those who provided care for Joey over the past months including Visiting Angels and Elara Hospice as well as the staff at Guadalupe Valley Nursing Center.

Services honoring Joey will begin on Thursday, October 23, 2025. Visitation will be held at Goetz Funeral Home from 5:00 p.m. to 7:00 p.m. The Holy Rosary will be recited at 6:30 p.m. The Funeral Mass will be held on Friday, October 24, 2025, at St. James Catholic Church at 10:30 a.m. Interment will follow at Guadalupe Valley Memorial Park.
